The Minneapolis Park and Recreation Board (MPRB) requires an annual Off-Leash Recreation Area (OLRA) permit for any dog using their fenced parks: Minnehaha, Lake of the Isles, Loring, St. Anthony Parkway, Victory Prairie, and others.
