The NYC system most visitors miss entirely.
Outside fenced dog runs, NYC has a citywide rule that allows dogs off-leash in most large parks during specific hours: 9pm to 9am. Central Park, Prospect Park, Riverside Park, Inwood Hill, Fort Tryon, most of the big borough parks. The rule applies to designated "off-leash" sections within those parks (not the entire park) but the coverage is broad.
The early-morning routine is the local thing. Central Park before 9am on a weekday is a different city than Central Park at noon: hundreds of dogs running off-leash on the Great Lawn, on the Sheep Meadow, in the East Meadow, all legal until the 9am cutoff. Once 9am hits, every dog needs to be on a leash. Enforcement is real and Park Enforcement Police ticket on the Great Lawn especially.
Knowing the rule changes what dog ownership in Manhattan looks like. The fenced dog runs (Tompkins Square, Carl Schurz, Washington Square) are the all-day options. The big parks are the early-morning / late-evening freedom.
