Portland Parks runs the entire off-leash network on a uniform schedule: 5am to 10am and 4pm to midnight. Outside those windows the parks function as standard leashed greenspaces. Citations during the leashed hours are real and Animal Services patrols especially on weekend afternoons.
The exceptions are the dedicated fully-fenced sites: Luuwit View, Brentwood, and a handful of others have all-day fenced areas where the time-of-day rule does not apply.
